There are a few grey areas with CV skills sections. Some people add them at the top, some people at the bottom, and some people not at all.
Despite this disparity there is a strong case for including skills, and including them near the bottom of your CV.
At the very least, a well written skills section can afford you the opportunity to weave some key personal traits/competencies into your CV, and can also serve as a quick and easy reference point for employers. A well written skills section should add value to your CV.
